The Starting Pitcher BOB (Betting on Baseball) Score is a formula used to determine how a Starting Pitcher is trending heading into his upcoming start based off of his last start.
Essentially the formula is looking to day-trade Starting Pitchers and seeking to buy (play) and sell (fade) based on how the BOB Scores have them trending.
So in the case of Chris Sale today (April 23rd), who posted a 135 BOB Score heading into the start, his previous start showed enough to get him over the 126+ threshold which ultimately led to 5 IP, 2 ER, 2 BBs and 10 Ks.
